I guess it all comes down to whether or not a site is deemed "in play" when it is face down. I don't think it is, but would like to know if otherwise.No Strangers at this Time. Permanent-event. Playable during the site phase

N.B. 2: When starting with Elrond at Rivendell or a minion Lt. at the matching darkhaven, the rules state that you still draw 8 cards when the game starts.
