Hmmm, the three wilderness do not have to be consecutive, so Rain Drake can be played when moving from Rivendell to Lorien (the :b: is Borderland, btw, not Borderhold :P ).  A company moving from Grey Havens to Himring (:f: :c:) would also be  susceptible to a Rain Drake attack,  due ...

Well, one obviously in Tom area (Barrow-downs), the other one at Himring (if  you come from The Grey Havens, that is ... Pallando + Thorin for example - don't forget that Many Turns and Doublings also has a non-GoM text :P) or at Ruined Signal Tower (close to Dunnish Clanhold).
